Genghis Khan is a ruler by the grace of God. He is pleasing to Heaven; his authority comes from Heaven, and therefore, to assert his right to supreme leadership over peoples and lands, he has no need of human sanction, consent or approval; moreover, Genghis Khan, as a ruler by the will of the Eternal Heaven, is himself the source of the right to power.
